REQUEST FOR PROPOSALS
Fred Jones Avenue Partners, with Downtown Oklahoma City Initiatives, a 501(c)(3) organization whose mission is to foster an environment of creativity and culture through public art and activation, invites the presentation of proposals from qualified artists or teams of artists who wish to be considered for an outdoor, large-scale, public art mural on the recently developed West Village Parking Garage. The selection committee is seeking original works of art that express downtown Oklahoma City’s unique character. The committee is looking for applications showing artistic excellence, creativity, beauty, and whimsy.
The selected artist(s) will be contracted to paint a mural on the exterior west- and south-facing walls of the recently developed and highly visible West Village Parking Garage, located at 927 W. Sheridan Ave. in downtown Oklahoma City. This garage sits on the northeast corner of N. Classen Blvd. and W. Sheridan Ave.
This project is open to collaborative submissions and encourages diversity of approaches. The mural must be two-dimensional with no protrusions from the wall surface, though three-dimensional visuals will be considered. The mural should visually activate as much of the wall as possible, but negative space will still be considered. The mural may be representational or abstract. However, proposed designs should resonate with a diverse audience. The selection committee is interested in original and unique ideas to this site. The committee will consider all approaches to the project, including designs employing trompe l’oeil style (fool your eye) or street art.

*West-facing and south-facing walls that are eligible to be painted are marked by the above boxes.
*Artists should note that the above unmarked areas of the garage (outside mural area) will be covered by corten steel. Artists should consider this in their proposals.
*Artists are encouraged to also take measurements specific to their work.
This call for proposals is open to all artists, muralists, designers, and architects, but preference may be given to Oklahoma applicants. If artists are applying as a team, the team should be listed on the application, specifying a team leader to receive notifications.
There is a $40,000 budget for this project. This amount must cover all associated costs with installing the mural including design, materials, supplies, equipment rentals, insurance coverage, all required permits, and artist fees. The mural will be considered temporary, but will be on display for approximately five years. Minor repairs on the artwork may be requested from the artist every 9-12 months for up to five years (scuffed paint, etc.) If minor repairs are requested, there will be a stipend provided for up to $1,000 each year to offset any costs to artists.

How to Apply
One artist or team of artists can apply with up to two proposals. There is no minimum number of artists for this project, but teams are welcomed. At least one artist per team must have gone through Mural Training.
Proposals must be sent in via Submittable (https://dokc.submittable.com/submit) by midnight on October 15, 2018 and include the following:
- Artist statement
- Sketch/Rendering (artists are encouraged to have this in a condition at the time of application that it can be submitted for Downtown Design Review and Arts Commission immediately)
- Site plan (PDF)
- Elevation plan of proposed site (PDF)
- Minimum of 2 images of supporting work by artist or artist team
- Personal production timeline
Due to the mural’s proposed location in downtown Oklahoma City, this project must be reviewed by both the Downtown Design Review board and the Arts Commission, and approval from both must be completed before a permit can be issued authorizing the painting of the mural. Applications for Design Review and Arts Commission may be submitted on the same day.

Once all required items for a mural application have been submitted for Arts Commission review, it will take approximately 10 days from the application deadline to process for a decision.

Once the application for the mural has been submitted for Downtown Design Review, it takes 7-14 days for staff to review and will be placed on the next available docket for committee review. There is also a 10-day appeal period. It is recommended that artists plan for five weeks from application date to design review approval.

Property Owner responsibilities:
- Hire artist to maintain artwork after completion for up to five years
- Final selection of artist(s)
Downtown Oklahoma City Initiatives responsibilities:
- Manage project selection committee and process
- Promote process and/or completion of project via social media and traditional media, as appropriate
- Manage the permitting process with selected artist(s) as described above
- Contract with artist(s)
- Pay artist(s) within agreed upon timeline
- Design and implement mural, including securing supplies and equipment
- Develop materials for and send proposal through Downtown Design Review and Arts Commission processes
- Apply for all necessary permits
- Assistance and supervision of any installation of artwork
- Availability for public information, educational interviews, and materials
- Proof of Insurance (General Liability and Worker’s Comp) for any aspect of creation, installation, exhibition, etc.
- Fulfill the terms of the contract based upon proposed work
